Rallarvegen update 14.6.25 – The Finse to Hallingskeid section is still closed due to snow. Expect the whole of Rallarvegen to be rideable in 2 weeks.

Route 2 – unless the weather is really bad. The Vy bus won’t allow bikes – they hate cyclists.

I think you need a Norwegian mobile number to set up a Finn.no account. You could try Tromsø outdoors (rental place) and ask if they are interested or know anyone who is. With the amount of tourists in Tromsø I’m sure some business would want them.

Oslo doesn’t have any high mountains around its region, but there is a tough gravel climb in the forest 40km from the centre that reaches above 650m. Bodø to Brønnøysund is reasonably flat and easy to cycle, but this is about 450km.
Alesund to Kristiansund is also reasonably flat and is within your kilometre requirements
Tromsø – Senja – Another great option
Stavanger – Bergen – Flat but a bit boring, and with many ferries
