Hi! That depends on where in Norway you are going, but if you have to pick one of the bikes, I would definitely go with the gravel bike. There are so many nice gravel roads all over the country, and even if many of them are perfectly rideable on road bikes (with tires of 30+ width) you will enjoy them more on a gravel bike. And the gravel bike is perfectly suitable on tarmac, as well.
Funny thing is, I usually bring my gravel bike when I´m exploring my own region and country, but I love bringing my road bike when I go to ride in France! Maybe I should be more adventurous next time?
